Legal question

I assume you're talking about the sheet that I've heard the PPD demands that you sign, essentially agreeing to a bunch of conditions that have no basis in law. It seems that an assault on this is long overdue, and it could be pretty straightforward:

1) A "model citizen" who is in no hurry to get his/her LTCF applies and jumps through the hoops that Philly considers it's "investigation."

2) A few weeks later, the letter arrives saying that the application is approved and you should come in to get your LTCF.

3) When they present this "form" and demand that you sign it, refuse. Maybe say you need your attorney needs to review it. Assuming they don't give you the LTCF anyway, leave.

4) File a suit against the PPD (you probably can't challenge since you haven't been denied). You have a letter from PPD saying that your application was approved. You have a sheet of additional "demands" that are found nowhere in the law, and a demand that you agree to this "contract" that they have no authority to make.

Maybe I'm missing something, but that would seem to give standing to challenge the process, since at that point you have obviously been "harmed" by it.
